The Western and Chinese tungsten markets have split, and the gap is now a cost that anyone financing, contracting for, or stockpiling the metal must price in. On Oct. 26, 2026, Rotterdam warehouse ammonium paratungstate (APT) traded at $278.22 per kilogram, 3.74 times China ex-works APT at $74.43, against an average multiple of 1.24 from September 2021 to June 2025, according to a new MetalMiner white paper.
The paper, “Tungsten Resilience Intelligence: Integrating Structural Supply Insight with Global Market-Price Signals,” comes ahead of Jan. 1, 2027, when U.S. defense-procurement restrictions on covered China-sourced tungsten take effect.
A few key findings from the white paper:
- Risk showed up in prices early. MetalMiner’s tungsten risk index crossed its elevated threshold of 70 on May 10, 2024, about 270 days before China’s Feb. 4, 2025 export-control announcement. The white paper also examines how reliably elevated readings were followed by significant price movements across 11 material families.
- Defense buying rules, not tariffs, track a wider premium for non-Chinese tungsten. MetalMiner reviewed 11 past U.S. procurement actions. In the 12 months after them, the premium for APT bought outside China widened about 28%, compared with about 7% on randomly chosen dates. After 14 tariff episodes, the premium widened about 11%, a difference indistinguishable from chance.
- Conversion, not scrap, is the constraint. Three U.S. operators interviewed by MetalMiner identified domestic processing capacity as a constraint on tungsten supply. The United States is also a net importer of tungsten scrap. The 2026 scrap allocation order is intended to keep U.S. scrap at home, but if foreign suppliers respond by sending their scrap elsewhere, the measure risks reducing the domestic supply it was designed to protect.
What it means for investment, offtake and supply decisions
For covered defense applications, the relevant price may increasingly be that of qualifying, traceable material. Offtake agreements and price floors benchmarked to China’s domestic price risk understating the cost of that supply.
The white paper examines what these market differences mean for equity stakes, joint ventures, project finance, stockpile policy and the availability of qualifying tungsten. It also identifies where market stress is concentrated and which policy measures have shown measurable effects.
“Equity stakes, offtake agreements, price floors and stockpile contracts all rest on a price assumption,” said Lisa Reisman, CEO of MetalMiner. “Tungsten shows that the China headline price and the price of traceable, qualifying supply are no longer the same number. Financing decisions need to be built on the second one.”
How the MetalMiner Signal Layer works
The MetalMiner Signal Layer scores each price series from 0 to 100 against its own history, weighing trend, volatility, separation from related markets, breadth, breaks in key price levels, and persistence. Readings of 70 and above are elevated; 85 and above are critical. The tungsten analysis uses 23 tungsten-related series. The index signals when deeper review is warranted; it is not a price forecast.
